History:
Kana Kitsurabami was born and raised in District 13. A proud military family her father instilled in her a love of weapons while her mother taught her how to navigate the electronics of the militaristic district with all their files and paperwork.

Like all members of District 13 Kana works for the good of the district, serving as a lieutenant in the information gathering branch of the districts forces. She has worked her way up through dedication, a keen eye for detail when filling out her reports...and a less the noble superior officer who cheated on his wife with her. When she found out she dumped him and to keep her quiet he gave her a promotion. His wife found out anyway but it was too late to take it back.

She longs to become a field agent but has yet to be given the chance. Still with the influx of new recruits into District 13 she's hopeful that if she keeps her skills sharp and her nose to the grind stone she'll prove herself ready for something more exciting then working at a computer or filing papers. While her official specialization is electronics to go along with her information gathering she has been pushing for a transfer into combat. Her weapon of choice is firearms and ranged attacks.

Presentation: On the outside Kitsurabami seems to be all business. While most of District 13 is worn and weary she tucks those feelings away inside and tries to present herself as a mature professional despite her childish face. When dealing with a superior officer she shows them respect and does her best to follow protocol and procedure to the letter.

When with her fellow officers and lower level citizens she's a little more relaxed but still a bit of a stick in the mud. All work and no play for this girl. She's willing to bend the rules on occasion such as when she decided to accept her bribe promotion and not tell her superiors wife about their affair, but she has to be persuaded into more elaborate rule breaking. And even then she does not do it cheerfully.

She has an automatic dislike for the Capitol and their flowery, flashy, overblown lifestyle...which is understandable given the situation. She is suspicious of outsiders including the new tributes but understands that she cannot be too cold to them right away without risking the entire purpose of the rebellion. They are victims just like she is and just like the rest of Panem. And so she tries to be polite to them and help when she can.

While she tries to put off an air of being professional and unflappable...she is flappable. Very much so. And she gets emotional when she is thrown off her game.

Motivations: Kana truly believes on the inside that District 13 is going to change the world. In her heart she has faith that some day the districts will band together and rise up over throwing the Capitol and fixing all of the mess they created. So in a word? She is naive.

Despite how rough and strict life in District 13 can be she is still green and has yet to enter an actual combat scenario, but she faces the challenge with gusto. In her younger days when thrown into combat training she did not fair very well. Her small size was of no help to her and the battle master who was in charge back then didn't see her as worth his time. This has put a fire in her that has not yet been burnt out making her determined to prove herself every bit as brave and capable as her father was when he was in the field.

She has only had two romantic relationships in her life and neither lasted long. The first was a fling with a boy her age who sat next to her in class. She lost interest in him quickly as his life's ambition turned out to be working as a mess officer so he could have extra portions of dessert. The second was her superior officer who was cheating on his wife with her. Both relationships left a sour taste in her mouth and so as far as she is concerned at the moment, relationships are a waste of time. She is also not particularly fond of physical contact for this reason.

Though she doesn't know it yet...she is extremely unnerved by insanity. Chaos does not sit well with her and that is part of the reason she has yet to be allowed in a live combat situation. Having grown up in District 13 she prefers the world to be orderly and tidy. A time and place for all things. But when faced with something that defies all logic and reasoning she struggles to cope.

Setting: Kana is going to learn over time that there really is nothing glorious about battle and that the world cannot be contained in tight, organized little boxes. Life is chaotic and so she too needs to loosen up and go with the flow sometimes. She will also be forced to acknowledge that it's not all good or evil, black or white. District 13 and the rebels are not the gallant heroes standing up for the little people. The question is when she realizes the dark, icky truth behind some of the districts tactics will she rebel against the only home she's ever known? Or will she embrace it in a cold and calculated way?

SAMPLES
First Person Thread:

Greetings, this is Lt. Kana Kitsurabami.

With the recent influx of new residents into our District I have been asked to pass along a friendly greeting to you so that you may feel more at home in our safe haven. So...hello. That was the greeting I guess.

I'm not used to addressing large groups but I am good at question and answer sessions so if you have any questions about living here I was born and raised in District 13 so I suppose I'm as qualified as anyone to answer those questions for you.

As for information that I feel the majority of the District needs to know I have been informed that the messaging system is working so long as you can see this clearly. If you cannot then please report to electronics where you can procure a repair form and submit for your communicator to be seen to. Applications will be reviewed in the order in which they are presented. Please remember to print legibly, double check your spelling and above all patience. While sometimes things take time to get done that does not mean you have been forgotten.

After all we're District 13...no one can ever forget us for long right?
[Here she offers an awkward smile, clearly she had hoped that would come out as more of a dry humorous sort of thing but she's questioned it the moment it left her lips.]

Prose: Her face was as stern as she could manage as she glared up at the game makers.

This had to be a mistake...didn't they know who she was? Was this some kind of sick twisted joke? A tribute from District 13 being scored for the arena?

But here she was, and the fastest way to get this over with would be to play along. Turning with a sort of stiffness like her joints were locked up she shuffled over to the table and admired the collection of practice weapons offered. Her eyes lit up at the sight of a simple pistol. It was loaded with rubber bullets so she couldn't do any real harm to the peace keepers of course. And the force field would protect the judges from them easily.

Running her dark fingers over the standard issue pistol she thought back to her first time on the firing range and how proud her father had been when she scored her first bulls eye.

Picking up the weapon she felt a surge of electricity through her body and her heart skipped a beat. It was already racing under the stress of the situation but holding the handle of this gun gave her a false sense of comfort. Already in her head she was pulling up facts and figures about the rate of fire, how many shots it held and the likelyhood of finding one in the arena.

Guns were an uncommon weapon in the arena, too fast usually. But lately they had been appearing more and more.

She thought of her family buried deep underground in District 13.

She thought of all the propaganda she had seen and swallowed. All the posters and commercials that she had helped to spread. Of all the pain and suffering the Capitol had caused long before she was born.

As the pistol rose and pointed to it's target all those thoughts cleared as she prepared herself for the sound that still brought heat to her flesh and sent chills down her spine after all this time. With the excitement of a girl about to kiss a stranger she pulled the trigger and a bang burst from the barrel echoing in the testing area.

She wanted field experience? Well this was about as deep in the field as she could get.

What is your character scored: 7
Military Training: Kitsurabami has basic military training and an athletic level of health. While she is not physically elite or superior among her peers she is quick on her feet and agile so that gives her an edge over common citizens

Electronics skills: While not as hand in the arena, Kana knows her way around electronics and computers. It is a natural gift that led to her making her her specialty even if she thinks she would prefer combat.

Fire arms: Kana's real passion is in weapons. The bigger the gun the better. she adores their destructive power and how in the right hands they can be the difference between life and death, victory and failure. They are thrilling to her.

Additional information:

Hunger Games AU and OC: The Capitol might feel compelled to bring in canon Kitsurabami simply due to her combination of being physically attractive, having military skills and easy to manipulate.

Being from District 13 she loves her home even if it isn't what it used to be. She is in full favor of them coming to the surface once more and thriving along with the other districts. All the stands in the way is the Capitol. She is nothing if not loyal to her home.
